HOUSE CONCURRENT RESOLUTION NO. 80

(By Delegates Douglas, Kuhn, Angotti, Azinger, Butcher, Caputo, Flanigan, Hatfield, Louisos, Manchin, Marshall, Mattaliano, McGraw, Modesitt, Overington, Perdue, Prunty, L. Smith, Stalnaker, Tucker, H. White, and Willison)

Requesting the Joint Committee on Government and Finance to conduct a study of policies and procedures relating to the best use of available technology by state agencies in West Virginia to promote efficiency and to protect the public interest.

Whereas, The Legislature is charged with examining and making recommendations to state agencies regarding policies, procedures and use of available resources; and

Whereas, The best use of available technology is a desirable means of attaining efficiency in state agencies; and

Whereas, Technology has been evolving at an ever increasing pace, making it a priority to remain current with industry advances; and

Whereas, The current practice of granting state purchasing contracts to the lowest bidder has often not resulted in the best value for state dollars; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby requested to study the policies and procedures regulating the determination of purchasing standards, and the use of available
technology to achieve the best value for state dollars spent; that the use of private sector advisors be considered for oversight purposes, and for additional expertise in areas of rapidly advancing information networking; and that priority be given to the examination of plans for the future utilization of appropriate purchasing procedures; and, be it
Further Resolved, That the Clerk of the House of Delegates is hereby directed to transmit copies of this resolution to the department of administration, and the state information services and communication division; and, be it

Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2001, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
